  5.     DIED. Lloyd Garrison, 93, blue-blooded New York City lawyer
  6. whose sense of noblesse oblige led him to six decades of public
  7. service; in New York City. Garrison served on commissions for
  8. politicians as diverse as Herbert Hoover and Mario Cuomo.
  9. Chosen by President Franklin Roosevelt in the 1930s to be the
  10. first chairman of the National Labor Relations Board, Garrison
  11. issued a ruling that held that the representatives of the
  12. majority of employees could bargain on behalf of all, a concept
  13. that became a key part of the National Labor Relations Act.
  14. Garrison was a partner in the powerhouse law firm Paul, Weiss,
  15. Rifkind, Wharton & Garrison. In the 1950s he helped defend J.
  16. Robert Oppenheimer before a review board after the physicist had
  17. been stripped of his security clearance. The self-effacing
  18. Garrison once said, "I like to be of use, but I don't
  19. consciously go out to serve."
